It was based on claims by Podkletnof, and John Schnurer of vortex-l, who is now deceased, that a spinning superconductor arrangement could reduce, by a small percentage, mass located in the beam above the device. I proposed the above as a powerful test of that concept, and as a means to amplify the small mass change enough to provide earth to orbit levels of thrust.
