Blaze comes from an Intrade background. If Intrade were still up & running, we could have had contracts about Rossi's independent report or all kinds of things. So if, prior to the publication of the ELFORSK report, Blaze felt that there was a 65% chance Rossi would be caught cheating, that's where he would be offering to buy a contract against Rossi. If a day later, the price of the same contract rose to 70%, he could sell his contracts and make 5%. Not bad. The problem is that Intrade shut down.
