You launch Parallels, and click your Windows Virtual Machine, but DON'T ACTUALLY START IT. If Windows does start up, you'll have to stop the Virtual Machine, either from the Parallels menu or simply by turning off Windows from the Start Menu (of course!). You should then see a Virtual Machines menu at the top of the screen, and Configure... will be one of the options. You an make good use of the Parallels Manual for all of this.
