The novideo.rpl file itself also has a (c) as was pointed out, as

The GPL is a license to use copyrighted material, but does not
transfer the actual copyright to the licensee. The GPL grants you
certain rights that you would not have in its absence, but the
copyright itself remains with the original holder. The terms of the
GPL may even require that the original copyright notices remain intact
- I have not read it for some time.
Doesn't releasing the whole thing under GPL mean everything in the
archive is GPL also?
This might be the case, but the GPL probably only applies to
copyrighted material. It is perfectly possible that there are patents
on some of the file formats and that the GPL does not give you rights
to use those patents. But in the absence of anything like that, I
would think that anything that was sent along with a "this is released
under the GPL" notice would be covered by the license.
