If you don't need to test asp you can install Apache on Windows XP Home.
Otherwise you will need to bite the bullet and upgrade. If you want to test
PHP & MySQL there are even some packages you can download that will install
all and configure all three to work together at one time. Otherwise you can
download the ones you need from each of products website.

While there are hacks out there that will let you install IIS on XP Home it
tends to make the OS unstable.

The reason Microsoft did not put IIS in XP Home is because it is intended to
be used by the average person and not by developers. The average person
doesn't want or need the complexity of a web server nor do they want to pay
for it.
