It is harder for someone who does not understand servers to configure Apache than it is IIS. It can be done even by someone with no server experience if you read the docs. There are some installs available that will preconfigure some of the most common settings for you but if you are going to go the Apache route you need to read the documentation and either find a book or tutorial to help you out.
I'd also recommend a good firewall that prevents both incoming and outgoing connections (with any system it is a good idea but especially one with a testing server on it you don't want available by accident from the internet).
