Have you checked the BIOS? Sounds like your power button may be set to act as a restart. That used to be a bios controlled setting but I rarely use a desktop anymore so I don't know if it still is. I do know on some of our systems to turn really turn off the machine you have to hold the power button for 10-15 seconds.
