I've been reading this:

and I'm a little confused.

If I set up the <noframes> area as this article suggests, with a
description  and links to contents pages between [technically illegal] body
tags, do I also need to include the URL for the main, framed, index.html
page so that if a search engine finds the description in the no-frames
section, it'll also include a link to the index.html page?

If so, where do I put it?

Do I add it as an anchor tag with this link: http://www.tenderlovingcare.cc/
or as simply as an anchor tag with just index.html?

Or, would I put a link to some page like AboutTLC, which is the middle page
of my frameset, then add a "home" link to the bottom of that page?

My apologies if I'm unclear with my question. I'm not even sure what I'm
asking :-)
