Seems to me that you'd be better off to cover payment in your contract. We
cover ourselves on this by using adaptations of the Graphic Artist Guild's
non-disclosure contract, so that the client is well aware that the site
isn't released for publication until all invoices have been paid in full.
We specifiy in writing that we retain full rights to any stage of work we
show online during development until full payment is received, and we don't
give the client the URL until we get his or her signature on the
non-disclosure agreement.

BTW, I went a step further recently with some clients who have a bad
payment history with us. Knowing full well that we don't trust them, they
prefaced their request for banners by saying they'd pay half up front, half
on completion. When they asked me to send them the URLs so they could
approve the banners, I struggled for awhile, not wanting to say outright
that I didn't trust them. Finally, I answered their request simply by
saying that I would drop off a print for their approval. I printed the
banners on our color printer and took the print by their their office. They
wrote a check for me while I was there, then I emailed the banners to them
when I got home. Everyone was happy, and my approach created a minimum of
ill will.

Payment issues aside, I think you should have a permanent credit line.
