        Yes it is possible to discriminate against browsers.  A few weeks back
the Microsoft site was set to recognize browsers and select the screen
presentation you saw depending on the browser in use.  I experienced
that when trying to download an MS Office Service Pack.  The page
notified me that I was not using MEIE 4.0 and gave me the option to
download and install it.  If I chose not to install it, I could not use
and see all the features available on the page.

        I heard of a significant backlash and the pages were modified.  Last
time I checked that page, you were still prompted to upgrade your
browser if using anything other than MSIE 4.0x.

        OTOH, after a week of trying, I finally succeded in download NT 4.0
Service Pack 4.  The previous unsuccessful attempts were using MSIE. 
The successful attempt was using Netscape.
