In Mj 1.9x, no. In Mj2, all text blocks are moved to separate files
and thus customizable (including multi-lingual support).
Usually, people ask about customizing the welcome message. I've
never heard someone complain about the auth text; I thought its ~16
lines did a pretty good job conveying all info (what it means, what
to do, who sent it, etc). Is your replacement "kinder, gentler"
message that much of an improvement? (Before you answer, maybe we
should take this off WC and over to the majordomo-users mailing
list?)

These headers are a relatively new (July?) standard, though I
believe Pegasus starting supporting prior to its official RFC
status.
