     That rule of thumb is probably way, waaaaaay off for Linux.
There's a reason why estimating productivity (or any other associated
value) with lines of code is a badly flawed technique.  Let's turn
that inside out;  get a function point analysis of Linux and a function
point analysis of MS-Windows and I'll bet you find that the ratio of
lines of code to function-point is much, much better for Linux.
