Pretty much all FTP servers require a user name and password before 
allowing you to log in.  'Anonymous' FTP is the kind you normally encounter 
when you download a file with your Web browser via FTP: the browser 
establishes an FTP connection, sends "anonymous" as your name and your 
e-mail address as your password.  You then have limited abilities to 
navigate directories and down- or upload files.  Most public-access FTP 
sites are configured this way, and you would want this capability if you 
were planning to distribute a lot of software or similar files from your Web 
site.

'Private' (or whatever term is used) FTP servers require an administrator-
assigned user name and password.  This is preferable when you only want 
to allow specified users access to your server -- perhaps a client who 
needs to send you a lot of files.  You give him/her a name and password, 
and set aside a directory for the file transfers.  I do this myself quite often.

Unless you are distributing a lot of files to the public, I can't think of many 
situations where you'll especially need anonymous FTP capabilities.  
Though if a provider tosses this into the package he offers you, then so 
much the better I suppose.
