Contractor fees often come from different budget items or 
different budgets and may have different formulae for overhead,
G&A, and profit.  The costs may have different effects on various
manager's performance ratings and bonus.  Finally, the corporate
myth of "employee loyalty" applies differently to consultants.

An important point for this list: a company that's shedding
employees may have work that consultants can do, budget to hire
them, and the corporate will to do so.  Freeing up office space
is often a part of "downsizing," so it helps if you are able to
work from home (or your own office) with the right equipment and
a high-speed connection to the corporate WAN.
