Peter, take a careful look at http://www.google.com. They have designed
their "search engine" around that very idea. The pages that are most likely
to match your search criteria are the pages that have the most other sites
providing links to them. You can run a search at google, then click on the
little bar graph next to the search result, which takes you back to a list
of pages that had a link to the search result, etc. It's easier to see than
to explain, check http://www.google.com and do a little reading about how
the system works.
