Maybe.  Their Internet provider may not care either, though.  See below.

Actually, you'd be surprised how many providers *tolerate* known
spammers, even when presented with overwhelming evidence of their
activities.  C&W and Bellsouth are two of the ones that we on Spam-L
have been discussing recently in that regard.

I'd recommend joining spam-l (via [EMAIL PROTECTED]) to
learn about and discuss spam issues.  Between the Spam-L FAQ and
the ongoing discussions, I think you'll get a pretty good idea of
what seems to be working and what doesn't, and where the problem
networks are.
