Localization is built in to the DNS server system. I can localize
anything I want to my downline via the HOSTS file, and have done so for a
number of services that I use. If I type "vista" into any browser on my
network, I get www.altavista.digital.com. On an ISP level, it is that
simple.
However, we also have a hierarchy of caching name servers that can be
exploited with minor changes -- a .loc domain which can not be
propagated up, but would have to be specified for a region.
