Net localization is impossible. Your only hope is the directory
mechanism (DNS). What you want is sort of covered by the .us domain
in the states. In the example above, your watering hole might be
bobsgrill.elcajon.sandiego.ca.us. The .us domain is not widely used,
and may not ever be.
Its not a perfect system either -- what do you do when your town is
like most and has multiple McDonalds? You can get incredibly anal
and break the city down further into community/district names, but
(a) that is a mouthful, and (b) many community names are not common
knowledge to all city residents.
