As I've pointed out on this mailing list before, that's an impossible
problem to solve, because knowledge of a user's IP address does NOT
give you knowledge of that user's geographic location.  In fact, that's
more true today than it was when we discussed this issue some time ago,
and the trend is accelerating.

No, the correct answer, and the ONLY correct answer, is for the DNS to
be used the way it's supposed to be used, and not the way it's currently
being used.  However, given that the Internic is now run by the same kind
of spineless, clueless, greedy pig PHBs who run just about every other major
organization in the US, it's very unlikely that it will happen there.

Which is why in turn I favor any proposal that will remove control of 
DNS from them and put it where it belongs: in the hands of qualified
technical people working in a strictly non-profit environment.
