Yes.  That's the way it was suppose to work, and there's no reason
for it not to (except the unbelievable greed of the PHBs at
the Internic).

Is it perfect?  Heck no.  I can point out the same kind of flaws in
it that you did.  But it's a pretty good try.

That's obviously not the problem.  The first problem is that the
exponential growth in the number of registered domains has put huge --
and totally unecessary stress on the entire DNS system, *including* the
Internic's own internal operations.  (Yes, Internic officials have actually
had the audacity to complain in public about the problems that they have
caused for themselves.)

The second problem, which could have far worse consequences, is that
unchecked domain namespace proliferation thwarts the ability of
Internet users to use the structure of the DNS to locate resources.
This in turn has led to proposals ranging from silly to stupid (e.g.
locating all resources by keyword) when what is *really* needed is 
correct use of the structure that already exists.
