I think I've pointed this out before here, but in case I haven't:
these products are much less about safeguarding children and much more
about promoting the political agenda of those who sell them. I very,
very strongly recommend that you read Brock Meek's eye-opening

BTW, The FTC *can't* regulate the Internet because
a: they don't understand it
b: it's international in scope
c: the technology is cheap and plentiful
d: they don't have the resources
e: all of the above
