Sure, that's a subcontractor arrangement. That's not Intel telling AMD or
Cyrix how to make their chips. Not to be a jerk or anything, but "it's
tradition, that's why" is not the best way to answer a question. ;-) Still
makes no sense. Tradition isn't enforceable by the courts.

playing fair.
