That's fine, but it doesn't explain how the FTC (or anyone else) is
going to cope with an Internet that's international in scope or
growing exponentially.  As far as I can tell, the 'net is largely
beyond the reach of any government on the planet...which is probably
why it scares the bejeebers out of them.
