this isn't that different from taxing "imported" cars differently from "domestic" cars 
-- point of assembly is one thing, origin of "parts" is quite another. the solution in 
this case (cars) was for 'foreign' manufacturers to build plants here. now, of course, 
is a chrysler product "domestic" or "foreign" (based on company ownership).

i think the entire tax structure will be overhauled -- no crystal ball on what it 
might look like.
