Franko, I agree that is one approach, and it is commonly used in many
countries. However, in the USA, this sort of tax has always been strongly
resisted by the citizens. Sure, many states (though not all!) have
sales/consumption taxes. But they are generally relatively modest compared
to many European countries and Canada.
In a democracy, it can be hard to get the citizens to agree to new taxes
they are not used to. And this is going to make it difficult for some
govts. to replace lost revenue.
