I'd like to start the petition for the release of a new version.

I understand your frustration, and I think that in sentiment, you'll get nothing but agreement from this list, but it's not that simple, I'm afraid.

So, rather than demand a release from the original authors, let's talk about what a new release would mean (which kits? what features? what version of python is supported? etc.) and how we might go about getting it done.

Some ideas:
* we could start a discussion about what should be included in the next release, and what should not
* we could take up a collection and *hire* one or more of the original authors as consultants to cut a release for the community
* we could again ask for a volunteer

My company (UCMG) specializes on offshore software development and some of our projects are Webware-based. And I'm a primarily Webware specialist here. I think I could persuade my manager to allocate some time (1 or 2 man/month in total till the end of this year) for this work given that it would be sponsored partially by us and partically from the external collection/grant/whatever.

Personally, I'd be happy to see Webware growth. I don't mind volunteering except that I (like most other folks) have problems with allocating enough spare time to do anything substantial. Of course, if the work is being paid for, everything is different. ;-)
