Everything looks pretty normal to me. Most likely this is one of (countless) WU bugs. Their RF implementation does not work terribly well and, even then, it seems to work best with stations that send frequent raw, complete packets, such as the Vantage series.
If you wish to reassure yourself that weewx is sending the right HTTP messages to the WU, set debug=2 in weewx.conf.
