Someone should ask the reporter, maybe?
>From what I know as of our 6:00 newscast-
no liquids or gels are allowed in the cabin of the aircraft.  Drinks,
shampoo, lotion, etc.  With the exception of baby formula for those
traveling with infants, prescription medication in the name of the
ticketed passenger, and other non-prescription but necessary medicine,
such as insulin.
No one in the US is being asked to taste anything before boarding with
it, but out of the country might be a different story.
Officials are just telling people to check that stuff in their
luggage.  You don't need shampoo on your flight, you're not going to
brush your teeth in air, and they serve water on the plane.  So just
put the stuff in a ziplock baggie and check it in your suitcase. 
Usually your luggage beats you to the airport anyway.
