Follow-up Comment #5, bug #13120 (project wesnoth):

The reproduction of this bug is simple:

1.Start LoW in debug mode.
2."cl" on the commandline to scneario3.
3.Watch the ai by just not doing anything.

The ai is recruiting enough Wolf Riders, not because of the
"villages_per_scout=3" which should be enough on it's own, but after setting
"scout_village_targetting=50".

This may be a bug on it's own.

That is exactly why I filled that bug report. 
The ai is *not* using the many Wolf Riders it recruited for taking the
villages.

Are you sure that the grouping tag is doing anything useful (Or aggression,
caution and more) at the moment?

I do believe that the a being not able to take villages is a major issue on
single player and a even more serious issue for multiplayer.

I believe that this has nothing to do with ai tuning. Even an untuned ai that
follows the default parameters shouldn't behave like this side in that
scenario. That is not only true for the scouting.
