Follow-up Comment #8, bug #13120 (project wesnoth):
My latest test of the scouting issue included the replacement of the wolf
riders by bats.
I first wanted to add them to the recruitment list, but the ai refuses to
recruit any of them. (Despite their superior movement in the terrain the map
offers)
That bats shouldn't be confused by an hostile map any more and do their
scouting duty and go for the villages.
But that didn't happen, the ai commited suicide with them.

Dave, can you give me an example of how to set the desired behaviour
manually?
