As discussed on IRC, this is not a bug but instead by design. It originates
from the fact that the AI rates the value of villages in determining the
distance to all other villages on the map along with their respective rating
value to calculate a correction factor.
This favours "village clusters", that is many villages standing close to each
other. In scenario 3 of LoW, the villages around Kalenz's keep possess a
midterm rating value, but their close proximity make them primary targets
after the correction is applied.
I will attach an excel sheet showing the various village locations and their
corresponding ratings. This is at the beginning of turn 2, where the orcs
have recruited but nothing else happened so far.
Therefore, i will set this bug to "invalid", as it is the intended AI
behaviour, even if it is not optimal for this scenario.
