What version is he playing - but AFAIK scrolling works fine on all versions for windows. Now, IF he were playing in windowed mode (rather than fullscreen mode), it is a little tricky to scroll with the mouse (it is also an option that can be turned off, maybe he did acidentally?) in windowed mode, but it should work.
