The more i think about it the more problematic flashing/blinking
becomes.
Even if you've moved all the units you may have good reason to move some
a second time... i.e. new possibilities have opened up.
Changing the end-turn button when "everything was moved" would
tend to imply one or more of the following untrue things:
a) you are supposed to move all your pieces every turn
b) you can't end until "everything was moved"
c) you can't continue to move after the button "lights up"
Granted the players could learn that none of these are true, but the
confusion might outweigh the benefits.
If we are going to change the appearance of the button it may be simpler
and less confusing if we only change it when the player
has no more possible moves.
Thus it could serve as a last resort for players who can't find it,
(who presumably would use up all MPs before giving up),
and serve as a useful indicator for players so they don't need
to search a large battlefield any unused MPs.
Of course it would also not hurt to have more explicit explanation in
the tutorial.
