I like the "meets or exceeds at least n out of the list of x assessment criteria" as the qualification for being featured. We should be encouraging everyone to be "featured" rather than limiting the selections - this should be an aspirational goal for all, not a beauty content where there is only one winner.
Authors can nominate their own work, and provide an explanation of how they meet the specific criteria. They know their work and can see beyond what would be discovered in the superficial examination. The criteria should include best practices. By definition that will be an evolving dynamic set of criteria as we learn more about what works.
