It depends on their OS. On Windows, OSX, iOS and Ubuntu (so over 95% of all traffic considering an equal distribution of IPv6 addresses), I would say yes, since they have enabled the privacy extension by default. For the rest of the world, not really. Even if the first half of the address is dynamic, the last part will be static and linked to your Ethernet adapter.
