Two quick notes: 1. People with a block on more than one wiki are not eligible to vote.
2. Wikimedia User Groups generally are not incorporated - that is just one of the ways they vary from other affiliate models. They are recognized by the AffCom, but are not required to legally incorporate as Chapters and ThOrgs are.
