Let me be the first to say Do not trust CD-RW and DVD-/+RW media, especially if written to in packet mode.
One bad write while closing the 'partition' - and you may find the entire pseudo-drive is unreadable - same with the USB drive - disconnect before the system has finished with the drive, and it may be unreadable. Incremental backups are nice because they limit the amount of data that needs to be written, and 'document' the files that were changed within each period... But If the system date gets changed will that stop a file being backed-up, If the file gets marked as Archived will that stop the file being backed-up, If the same media is used for successive backups and it becomes unreadable, how many days back is the prior backup set It's better to do backups in -R mode to a cycle of -RW platters than to use -RW mode and it's better (in my experience) to use DVD's than CD's because the reflective, and data recording surface has a protective layer on both sides (then again I've had some DVD platters that separated - I've got one where the top plastic disk came off so cleanly that the data dye and reflective layer is still readably attached to the bottom plastic disc) Surge protest and battery backup should mean the system is protected from frequency shifts, over, and under voltage in the supply as well as surges, and to a limited extent spikes and lightning strike induced spikes as it would be with a working surge protect connection.
