Lots of things. The only way to zero in on a performance issue is with lots
and lots of information.

For starters:

Was it always this way?
Is there hard drive activity before/during this delay?
What does CPU usage look like before/during this delay? (Taskmgr.exe)
How much memory (RAM)?
How much free memory? (Taskmgr.exe)
Is Fast User switching (FUS) enabled?
If so, is there more than one user session active?
What kind of add-on devices are installed - externally or internally?
 (besides keyboard/mouse/video-card/monitor/hard drive/NIC/modem)
Are antivirus and anti-spyware programs installed and up to date?
Which ones?
Does the system scan cleanly with those tools?
(I'm barely getting started... but I'll pause here and see if you want to
continue this...)

Why are you asking him so many questions? You act like you're trying to fix a problem that you know nothing about. ;-)
