In a word, No. In many words... Folders are what you use to separate events, years, places, persons, and so forth.
Partitions are for separating operating systems from data, or other major distinctions pertaining to computer operation. Partitions are fixed size and are difficult to resize. Most people only need an OS partition and a data partition. In today's large hard drives of 120GB and bigger, a "small" OS partition of 32-64GB is plenty (if planning to upgrade to Vista, better go 40GB or larger).
