Answer to first question: Yes. Either type of adapter is going to have similar signal pickup/transmit capabilities. There is one difference however.
A USB adapter gives the ability to connect it to the end of a USB extender cable and change the orientation to possibly get a better signal. "A couple of rooms away" on the same floor should not degrade the signal to "very weak", unless the walls are more dense that typical sheetrock/stud construction, or are painted or insulated with something metallic. "A couple of rooms away and on a different floor" is usually a problem for signal strength. I would try relocating the router to a more central location with as few walls between router and laptop as possible. If that's not possible, then an external antenna which can be relocated to the more central location.
