I'll answer the Subject line first since that is an easier question...
A "refurbished monitor" might mean they turned it on and it seemed to work...
I get 17 inch monitors "used" for $20, so I am kinda thinking that is what they
are worth... (This is the "pick-up price" at a local Electrical shop that buys 
up
Corp/ stuff, and at that price HE is still making money...)
Dell cheap computers have "killed" the re-firb business for him...

I buy DVD players some "some" electronics used or "refurbished", and have
had very little trouble... (A remote was DOA one time...)

Computers are so fragile and subject to all sorts of ESD handling damage
(that can take a while to show up) that I always stayed away from computers
for this type of "deal"...
If I could get a major brand computer at more than 45% off, I might think about
it more, but I would run it to death during the Warranty and try to break it to
see if it was "weak"...

I know I have purchased refurbished items (mostly tools) and have been really satisfied, but not sure about electronics.
