Depends on several factors:

Warrantee that came with the thing

Who did the refurb, and who is doing the warrantee, and how much I expect to
be able to (find them and) get them to honour that warrantee in 4 weeks
time.

Who is going to use it
Do I have to support it, and how far, and how often  will I have to travel
to where it is to deal with any reported problems.

How important it is that it continues working, and doesn't corrupt all the
data, and whatever backup (USB hard drive perhaps) that will be used for the
data backup.

Will it come with CD's of the OS and software - if not what about the
recovery partition - is there, or can I create a backup DVD

Remember Windows XP Home will cost you about £100 if the installed OS has
one of those unacceptable to MS licences

Then again, remember that all the above applies to a 'new' system, and to a
second-hand system from the fellow down the road

Most of it also applies to the fellow with the van parked outside the bar,
or DIY superstore/WAL-MART
( The warrantee and finding them bit is 99% no chance)

Basically it comes down to price for what you get - £30 for a system with
memory, a 40Gb hard drive and a DVD-Rewriter drive complete with software
and CD's - Grabbit fast - providing you do not suspect it's stolen
£150 for that lot wants thinking about as a new system will only be about
£250

( Monitors -similarly check you get any driver CD, and that the display
works - all black, white, green, yellow, red, blue, and displays black and
blue characters on a white and yellow background, and does so adequately for
at least 10 minutes)
