Surprisingly enough, there is no real agreement that smaller class sizes result in better education. However, there are a lot of studies that show that small SCHOOL (sorry, not shouting, but not able to underline) is correlated with higher achievement in most students, particularly those students who have one or more 'at risk' factors. Kathleen Cotton published a lenghty and excellent paper reviewing studies several years back. Don't have the link handy, but by typing in the search terms 'Kathleen Cotton' you should find the paper I am referring to.

Kathy has an excellent point.
In fact, the only studies that indicate DARE works, that i am aware of, are
those financed by the DARE organization itself.
At a time when school budgets are being slashed to appease the
neo-conservative in St. Paul and Washington we should use the declining funds for things
that are proven to work, e.g. smaller class sizes, expanded curriculum not
feel-good programs that may actually do more harm than good, such as DARE
