Kathy has an excellent point.
In fact, the only studies that indicate DARE works, that i am aware of, are those financed by the DARE organization itself.
At a time when school budgets are being slashed to appease the neo-conservative in St. Paul and Washington we should use the declining funds for things that are proven to work, e.g. smaller class sizes, expanded curriculum not feel-good programs that may actually do more harm than good, such as DARE

What is a neo-conservative anyway? Jim Lobe, August 13, 2003, Asia Times http://www.atimes.com/atimes/Front_Page/EH13Aa01.html
Using this article, explain how Tim Pawlenty qualifies as a neo-con? (OTOH, one could slam the credibility of Asia Times and Jim Lobe to support one's position, but that would seem fruitless at best.)
I have never heard the term applied to state politics, although national and international politics see a more frequent appearance of the term neo-conservative. While some of Pawlenty's materials may be in line with the neo-conservative agenda it could be observed that most anti-civil liberties legislation that is proposed by the neo-conservative lobby is generally supported by Democrats and Republicans, neo-conservative or not; therefore, destabilising the neo-conservative contention.
(For example the PATRIOT act was voted for 99-1 Russ Feingold dissenting. (1)) (Again another argument why we need real Greens (as opposed to DNC flunkies calling themselves Green) as well as Libertarians, Natural Law Party members or nearly anything that is not a part of the two big Mafia families.)
(1) Democrats as well as DNC aligned Greens would sit there and whine about how good "Saint" Paul was but they never explained why when Wellstone needed to speak up against the PATRIOT act why he did not. Strange, is it not?
As for DARE, I really enjoy reading those really BAD essays in the paper. It would be quite disappointing to see one of my sources of cheap entertainment disappear. Under the pretext of a reconstruction of the 861 curriculum, a little bit so students learn better composition techniques long before their second year of high school then I would not mind being deprived of this annual event. (Sorry, I cannot write that in straight simple sentences like most DARE essays.)

Did anyone at the crooked 'E' ever ask, " 'Why' is the 'E' in 'Enron' crooked?"
