Re: Stockton Hill



Stockton Hill is dangerous. Shifting traffic to 43 and then 61 to Pelzer
would, however, simply be shifting a problem elsewhere. The long grade on 43
and its intersection with Mankato at the heavily traveled middle school
route would create new dangers if truck traffic were heavier. Moreover,
heavier truck traffic on Highway 61 would hardly contribute to overall
traffic safety in Winona. Probably the primary solution for the Stockton
Hill problem would be lower speed limits, although these themselves could
create a different set of dangers. No matter what is done, the increasing
number of structures in the Knopp Valley-Gilmore Valley area will simply
increase hazards. (Perhaps approval of  Jake brakes could serve a useful
dual purpose: quicker stops and discouragement of living in the area.)
