Responses to Keith reflect the political problems that would stop any
attempt at consolidation of governments in the Winona area now. (To include the
public schools in any consolidation with other forms of government would also be
virtually impossible now, given the ethos of independent districts that now
pervades the state and indeed most of the nation away from the east coast and
Hawaii.)
Nevertheless, as I suggested earlier, the establishment of a formal means
of cooperation for planning among local government would be beneficial to
all. Based on the assumption of no
involuntary surrender of individual governmental autonomy, such action could
reduce many problems that the area now faces. Opposition to consolidation itself
should not obstruct serious efforts by governmental bodies to work together
regularly in solving problems and planning for the future.
