    Yes, people should step up to the plate and serve, but do you look at
who really does that?  People who have time and a decent income.  Impossible
when you work at a low wage job.
    Compensation is necessary if you really want representation.  Think of
the impact a single mom who has kids in the school district would be on a
board?  They are living the life under those rules and regulations and would
have incredible insights.
    If you want democracy, you need to level the board and make it possible
for all people to participate. If you don't need the compensation, then
