The 1200 series (not 1240 series) uses the Cisco pre-standard power. The pre-standard power flipped the + and - wires. From the Cisco documents it should support Cisco pre-standard PoE automatically. Do you know if you are over your power budget for the switches power supply (blinking / alternating green and amber)? If it is blinking amber, have you tried a new cable (ie take the AP to the closet and plug it directly into the switch)? Have you tried to debug the PoE (http://cisco.biz/en/US/docs/switches/lan/catalyst2960/software/release/12.2_44_se/configuration/note/ol14988.pdf page 20)?
