Open the Console application (/Applications/Utilities/Console) Look at the console messages searching for Apache... If there's an issue you'll see a message. Usually when I have an Apache issue, it's because of an problem with the httpd.conf file. If that's the case, the Console will tell you.
However, you say you see httpd running in the Activity Monitor.
