Sorry, wrote that question late at night after a long day of struggling with 
Apache. A reinstall of Leopard resulted in actually seeing the processes 
running, but still no serving.

The server is live at 203.24.144.42. You can ping it but can't see a server on 
port 80.

You can also address it at mini.byteserve.com.au as the DNS record is set up.

I have tried:
http://203.24.144.42/
http://203.24.144.42/~wayneirvine/
http://mini.byteserve.com.au/
http://mini.byteserve.com.au/~wayneirvine/

And even:
http://127.0.0.1/
http://127.0.0.1/~wayneirvine/

It looks like some sort of firewall or route is stopping access to the host.
